The Owner Of An Area Bonding Company Is In Trouble With The Law After Allegedly Hiring A Convicted Felon As A Bounty Hunter For His Agency. 74 Year Old Ralph Hawkins, Owner Of Tri-City Bonding Company, Is Charged With Employing A Convicted Felon To Act As An Agent Of A Bondsman. A Sullivan County Grand Jury Indicted Hawkins Following An Investigation Into The August Death Of 32 Year Old Joseph Horney, Who Was Shot In The Head While Attempting To Locate A Fugitive For Tri-City Bonding Company. Hawkins Is Currently Scheduled For An October 12th Court Appearance. He Remains Free On Bond.
