Funeral Arrangements Have Been Announced For A Former Washington County Sheriff Who Passed Away Earlier This Week. Visitation Will Be Held For Fred Phillips At Dillow-Taylor Funeral Home In Jonesborough On Sunday From 2 Pm To 4 Pm And 5 Pm To 7 Pm. The Funeral Will Take Place At 7 Pm At Dillow-Taylor. Burial Will Be At 10 Am On Monday At Mountain Home National Cemetery In Johnson City. Phillips, Who Was 72, Was Sheriff From 1994 To 2003.
