Johnson City Police Have Arrested A Man Who Climbed Up On The Roof Of A City Building And Refused To Come Down. Officers Attempted A Traffic Stop On 39 Year Tommy Garland Who Was Driving A Gray Dodge Minivan On Interstate 26 West. The Vehicle Exited Onto Main Street. Garland Exited The Vehicle And Took Off On Foot. He Climbed A Small Fence And Got Upon The Roof Of The Building. A Negotiator Spoke With Garland For About Three Hours. He Then Jumped Off The Roof And Was Taken Into Custody. Garland Was Taken To The Johnson City Medical Center With Non-Life Threatening Injuries To His Ankle.
