A Washington County Virginia Man Is Behind Bars Facing Numerous Felony Charges. 43 Year Old Hursel Elkins Is Charged With Rape And Taking Indecent Liberties With A Child. The Charges Stem From An Investigation Conducted By The Washington County Sheriff’s Office Into Allegations Of Sexual Offenses Against Elkins. The Offenses Are Alleged To Have Occurred Between 2009 And 2012. Elkins Is Being Held At The Southwest Virginia Regional Jail In Abingdon Without Bond. A Bond Hearing Is Set For Thursday.
