Authorities Have Made A Fourth Arrest In A 2011 Johnson City Murder Investigation. Anthony Phillips Made An Appearance In Washington County Criminal Court On Unrelated Charges And Was Served With A Presentment Charging Him With Felony First Degree Murder In The Death Of Gary Couch. Couch’s Body Was Found On Quarry Road In July Of 2011. The Greene County Man Had Been Shot To Death. Three Other People Are Also Charged In Phillips’ Death – Justin Stratton, Ginger Holtsclaw, And Ashley Harold. Phillips Being Held In The Washington County Detention Center Under A 100-Thousand Dollar Bond.
